S&K Aerospace, LLC (SKA) performs on a Technical Assistance Contract for the U.S. Department of Energy (DOE) Office of Environmental Management, providing site characterization, remediation oversight, and independent verification of cleanup of a property that may contain residual radioactive material as a result of being near the former Tuba City, Arizona, uranium-ore processing mill. This property is known as the Highway 160 Site.

The Highway 160 Site encompasses about 16 acres of vacant land and nearby residences and is located northeast of the former millsite on Navajo Nation land. Correspondence with the Navajo Nation Environmental Protection Agency in 2003 alleged that the Highway 160 Site received waste from the former millsite and was not appropriately identified as a “vicinity property” during the millsite cleanup project. Federal legislation in 2009 provided $5,000,000 for the purpose of carrying out remedial actions at real property in the vicinity of the Tuba City millsite. Through a cooperative agreement with the Navajo Nation, the DOE Office of Legacy Management is managing the funding for this cleanup project and $4,500,000 will be allocated to the Navajo Nation EPA to perform the site remediation.

The overall Highway 160 site cleanup project includes further characterization of the site, development of a remedial action plan that will likely result in excavation of contaminated soil and transport to an approved disposal facility, performing the remedial action, performing an independent verification of cleanup, site restoration, and documentation. The SKA scope of work is to prepare a draft characterization plan on behalf of the Navajo Nation EPA and perform the characterization of the site according to the plan. SKA will also provide technical assistance and oversight for the remedial action plan and remedial action, including site restoration, and perform the independent verification and provide a review a completion reports and other associated documentation.

SKA is teamed with Professional Project Services, Inc. (Pro2Serve) and the work is executed by the SKA Environmental Division located in Grand Junction, Colorado, and Moab, Utah.
